Finance Officer - Comptroller's Office
$81,829 – $90,723 per annum
The University of Prince Edward Island (UPEI) is seeking applications from qualified individuals to provide timely and efficient accounting, financial and budget analysis support for the UPEI Comptroller’s Office. This position reports directly to the Senior Finance Officer in the Comptroller’s Office and collaborates closely with the Chief Operating Officer within the Faculty of Medicine, among other faculties.
The Comptroller’s Office is responsible for the financial oversight and management of the University including the operating budget, financial and taxation reporting, internal controls, financial systems, and financial policies and processes. As stewards of the University, the Office supports and promotes the University's mission by providing financial leadership and innovation in business strategy and processes.
The incumbent will have the opportunity to play a pivotal role in the ongoing development of the new Faculty of Medicine which will start as a regional campus of Memorial University of Newfoundland and Labrador. The inaugural class of 20 students will start in August of 2025.

RESPONSIBILITIES:
Working within the Comptroller’s Office and the Faculty of Medicine, as Finance Officer you will be responsible for:
- Budget oversight and management, including:
- Assist in the development of University’s annual operating budget
- Develop, monitor, and provide budget oversight for multiple faculties including the Faculty of Medicine
- Provide detailed budget forecasts and financial planning for monthly, quarterly and annual reporting periods.
- Prepare detailed budget proposals, including revenue projections, expense estimates, and funding requirements
- Provide training and support to Deans and staff on the University’s budget management platform
- Assist in the development of University’s annual operating budget
- Financial analysis with attention to details and deadlines, including:
- Conduct financial analysis to support strategic decision-making
- Evaluate financial performance
- Provide financial insights and recommendations to senior leadership and administrative staff
- Reconciliation and analysis of various accounts and cost centres
- Querying data using various software applications
- Preparation of year-end working papers
- Provide support for various external audits
- Preparation of journal entries
- Prepare external reporting for restricted grants
- Provide support to other Finance staff as requested
- Conduct financial analysis to support strategic decision-making
- Collaboration and Communication:
- Work closely with department heads, faculty members, and administrative staff to ensure accurate financial reporting and budget management
- Translate financial data into clear, concise, and easily understandable language for senior staff and other stakeholders who may not have a financial background
- Participate in financial planning meetings and provide expert advice

- Compliance and Confidentiality:
- Ensure adherence to University policies, procedures, regulations, contracts and internal/external restrictions on funds
- Identify and mitigate financial risks
- Maintain accurate and up-to-date financial records.
- Review and work with relevant confidential and sensitive data

- Other related duties as assigned
QUALIFICATIONS:
- CPA designation with an Undergraduate degree in Business
- Minimum of 5 years post designation experience in finance or accounting
- Proven experience in budget management and financial reporting
- Strong organizational skills and ability to effectively manage multiple priorities
- Excellent interpersonal and communication skills – verbal and written
- Detailed knowledge of and advanced experience in working with computerized accounting systems, spreadsheets, and database software
- Strong analytical and problem-solving skills
- Experience in a University setting is not required but would be considered an asset
