The Centre for Health and Community Research (CHCR) at the University of Prince Edward Island invites applications for the position of Director reporting to the Associate Vice President, Research and Dean of Graduate Studies. The Director will provide strategic support, operational leadership, and oversight to the CHCR and UPEI’s Secure Island Data Repository (SIDR) and guide the centre’s involvement in several multi-provincial research initiatives and any related future initiatives in collaboration with principal research investigators, where applicable.

The CHCR is a collaborative pan-university research centre that brings together researchers and stakeholders from UPEI as well as universities, health authorities, and government bodies across Canada. The CHCR serves as UPEI’s representative for research initiatives including the Maritime SPOR [Strategy for Patient Oriented Research] SUPPORT Unit (MSSU), Health Data Research Network (HDRN) Canada, and the Health Data Research (HDR) Alliance. The CHCR also created and manages SIDR, a secure data platform serving as the custodian for PEI health data, offering access to administrative health and social data for research purposes.

RESPONSIBILITIES:

The successful candidate will be expected to undertake the following key responsibilities:

Leadership and Oversight:

  • Manage all CHCR project deliverables and as the Director the Secure Island Data Repository (SIDR) oversee its research activities and initiatives, ensuring alignment with UPEI's policies and procedure
  • Provide financial and budgetary oversight for CHCR and SIDR and ensure compliance with all requirements regarding applicable policies and procedures (e.g., Health Information Act, Privacy Impact Assessments, etc.)
  • Identify and apply to new sources for funding for CHCR projects and SIDR support
  • Represent the CHCR and SIDR on various local and national committees and working groups

Management:

  • Suggest mechanisms to build patient-oriented health research capacity and expertise among UPEI faculty, students, and staff
  • Foster research collaborations across relevant UPEI faculties that address health system and patient/public priorities
  • Oversee the negotiation, development, and execution of respective contracts and agreements for CHCR and SIDR and effectively maintain and support relationships with government departments and health authorities
  • Ensure all internal and external reporting requirements are met
  • Recruit, train, manage, and evaluate CHCR senior research and administrative staff
  • Ensure there are ongoing processes to identify, assess, and manage risks

QUALIFICATIONS:

  • A graduate degree in a relevant area, or a similar combination of relevant education, training, and professional experience
  • A minimum of 10 years of significant and recent experience conducting and leading applied health research in collaboration with governments, health authorities, patients/members of the public, and other academic researchers
  • Experience in collaborating on multi-provincial research projects and initiatives involving diverse stakeholder groups
  • Significant experience in conducting research using provincial administrative health data (preferably PEI), including advanced statistical methods, complex data manipulation and linkage across multiple data sources, and a comprehensive understanding of the strengths and challenges of using this data for research
  • Experience in research administration in an academic setting regarding all stages of the research funding including from diverse sources with complex reporting requirements and ensuring compliance and reporting requirements are met
  • Experience in hiring and supervising research staff
  • A proven track record of developing and establishing new research projects and initiatives and obtaining research funding from diverse sources
  • Experience with the creation and execution of data sharing agreements and familiarity with related provincial legislation (preferably PEI)
  • Knowledge of and experience working with or within the PEI healthcare system is a strong asset
  • Excellent analytical planning, strategic thinking, organizational abilities, and leadership skills
  • Direct experience in the development and management of an administrative health data platform is considered a strong asset
