The University of Prince Edward Island (UPEI) Faculty of Medicine (FoM) is seeking a highly experienced and skilled Senior Policy Analyst to join our dynamic team. As a Senior Policy Analyst, you will play a pivotal role in shaping and influencing policy initiatives within the Faculty of Medicine. This position offers an exciting opportunity for individuals who are passionate about healthcare policy and possess a strong background in policy analysis and development. The successful candidate will have the autonomy and critical thinking skills required to lead and execute policy projects independently while providing strategic guidance to key stakeholders.

RESPONSIBILITIES:

  • Under the direction of the Director of Strategic Priorities and Policy Development, and in partnership with Memorial University of Newfoundland (MUN), conduct comprehensive analysis of healthcare and medical education policies, legislation, and regulations at the local, provincial, and federal levels
  • Synthesize complex information and provide actionable insights to inform decision-making processes within the MUN and UPEI FoMs
  • Collaborate with MUN and UPEI faculty members, staff, learners, and administrators to develop strategic plans that align with MUN’s strategic plan and UPEI’s objectives and priorities. Identify emerging policy trends and anticipate potential implications for the Universities and partnering health care systems
  • Cultivate and maintain strong relationships with internal and external stakeholders, including government departments, agencies, healthcare authorities, community groups, unions, and professional associations. Represent the UPEI FoM in policy-related meetings, conferences, and working groups
  • Advocate for policy changes that support MUN FoM’s purpose to advance medical education, research, and healthcare delivery in the Province of Prince Edward Island
  • Develop and write persuasive arguments and evidence-based recommendations to inform and influence decision-makers and legislators
  • Oversee the implementation of approved policies and initiatives, ensuring alignment with established FoM goals and objectives
  • Monitor and evaluate policy outcomes, identify areas for improvement, and recommend adjustments as needed
  • Conduct research on medical education and healthcare policy issues, including literature reviews, data analysis, and qualitative studies. Prepare clear and concise policy briefs, reports, and presentations for internal and external audiences
  • Provide leadership and mentorship to junior policy analysts and support staff within the MUN and UPEI FoMs. Foster a collaborative and inclusive work environment that promotes professional growth and development
  • Work with directors, managers and staff to review and update existing Board of Governors policies and procedures
  • Coordinate final policy review and approval with the University Auditor and Board of Governors support staff
  • Identify gaps in policies through research on best practices, university setting and an examination of the university’s scope of operations and develop policy recommendations accordingly
  • Assist in communicating and coordinating education sessions for updated policies once approved by the Board of Governors

QUALIFICATIONS: 

  • Bachelor’s degree with a focus on public policy, health policy, public administration, political science, business, economics, or a related field. A Master’s degree in any of these areas would be preferred
  • Proven progressive experience in policy analysis, development, research, and implementation, preferably in a healthcare or academic sector
  • Strong analytical skills, including the ability to interpret data, evaluate evidence, draw insightful conclusions, and make sound recommendations and advice to senior leaders to help shape policy decisions
  • Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely
  • Ability to work independently and collaboratively in a university environment, managing multiple tasks and deadlines effectively in an independent manner
  • Knowledge of relevant policy frameworks, university processes, and stakeholders
