Bonnie Lipton-Bos, Manager 


Bonnie Lipton-Bos (she/her) is excited to join UPEI as the Manager of the Health and Wellness Centre. She holds a Bachelor of Science in Psychology from UPEI and a Master of Social Work from Wilfrid Laurier University. Her professional career began in community mental health as a member of CMHA Waterloo Wellington’s pioneering Mobile Crisis Team.  

She enjoyed a 15-year career in Student Affairs at Conestoga College in Kitchener, Ontario. As the Director of Student Success Services, she provided leadership to Student Health and Wellness Services (including the Medical Care Clinic, Counselling, Peer Support, and the Breathing Space) and Student Learning Services (including Accessible Learning, Tutoring, Math, Writing, Learning Skills, Student Success Advising, and the Test Centre). She championed a caring campus community that created conditions for students to be well and thrive towards their potential as learners and people.

Bonnie returned home to PEI with her young family during the pandemic and transitioned to the national level. She managed a multi-year, pan-Canadian pilot project at CMHA National to co-design, implement, and evaluate a national Peer Support training and certification program for post-secondary students with lived experience of mental health and/or substance use health issues.

Most recently, Bonnie worked in upstream prevention as the Director of Knowledge Mobilization and Impact at the PEI Alliance for Mental Well-Being. In this position, she spearheaded provincial research and knowledge mobilization initiatives, including the Research Advisory Table on Mental Well-Being and the Brain Story PEI Pilot Program. Bonnie’s dedication to fostering health, wellness, and resilience is deeply rooted in her own experiences with chronic health issues from childhood. She cares deeply about strengthening community capacity to promote and care for the health and well-being of all. 


Dr. Natalie Green, Physician


Dr. Natalie Green is a family physician who has been practicing in various locations in PEI since 2018. She is a graduate of St. Georges University, where she was part of the global scholar's program studying abroad. She completed her family medicine residency at the University of Alabama where she helped implement a global health curriculum and served as chief resident. Dr. Green has a special interest in sexual health, sports medicine, and global health. She loves working with youth and is keen to educate. 

Outside of medical practice, she enjoys biking, gardening, board games and outdoor activities with her husband and son. She has travelled to many different countries across the world and hopes to continue to explore further in the future.


Adrienne Fudge, Registered Nurse


Adrienne Fudge is the newest addition to the UPEI Health and Wellness Centre, starting late Fall 2020 as the Registered Nurse. She graduated with a Bachelor of Nursing in 2004 from Memorial University of Newfoundland. After graduating she was recruited to PEI along with several fellow classmates and settled well into the Island life.

Adrienne has held nursing positions in a number of roles over the last 16 years, initially at the QEH (Queen Elizabeth Hospital) in medicine, emergency, maternity, and medical-surgical float pool nursing positions. In 2014, Adrienne made the leap from acute care to primary care, and while she is excited about any role she chooses to take on, primary care is her true passion.

Over the last 6 years, she has worked to develop the Case Management Program and the Remote Patient Monitoring Program for Heart Failure and Chronic Obstructive Pulmonary Disease (COPD) in one of the Island's primary care networks. She has provided counselling, education, navigation and support to clients with complex health needs, as well as focusing on areas of mental health and smoking cessation. Most recently, since the onset of the COVID-19 pandemic, she has held a lead role at the Charlottetown COVID-19 clinics and has been involved in its operations since March 2020.

Adrienne has always been passionate about working with high risk, vulnerable, and minority populations. She has taken additional training to work with individuals seeking gender affirming care. Her focus has been to improve access for Islanders to quality health care and she is excited to work with the UPEI population and help improve access for students, staff, and faculty. 

Adrienne continues to work on her Masters of Health Studies through Athabasca University. She also is a provincial representative with the Canadian Nurse Protective Society’s Assistance Review Committee. 

When not at work, Adrienne loves to spend time with her husband and two young children. They are kept busy with all the activities the Island has to offer. She loves to cook, travel, and spend time with friends and family, near and far. 


Rebecca Coffin, Licensed Practical Nurse


Becky graduated from the LPN program at Holland College in 2001. Right away she worked in a family practice full time and also worked casual in acute and long term care for two years. In 2003 she relocated to Halifax, NS to be with her fiancé and worked at a staffing agency that sent her all over the QEII Hospital. She enjoyed the experience and was never bored jumping from one floor to the next. While discovering that general surgery wasn’t her favourite she discovered that neurosurgery and radiology/oncology/gynecology were places she enjoyed working. She also enjoyed working at the Veterans Memorial Building with long-term care patients.

After spending every vacation and long weekend visiting PEI, Becky and her husband decided to move back to PEI to be closer to family. Becky worked casually in acute care for a short term until she accepted a full-time position at a family practice in Charlottetown. During that time she enjoyed working with many stages of healthcare from prenatal care to geriatrics and everything in between. Becky decided to leave her full-time position and return to casual work for some flexibility with time and her children’s schedules. Always drawn to the clinical setting, she accepted a position at the UPEI Health and Wellness Centre in the fall of 2019 and enjoys her time spent with students and staff and their families.

Becky enjoys working with people and expanding her education and knowledge in the medical profession throughout the clinical process. She loves spending time with her husband and three sons. They enjoy family time, outdoor time, and going to the rink to cheer on her favourite hockey players. Becky also loves to bake, bike, and read in her free time.


Lynne Fraser, Nurse Practitioner


Lynne Fraser is a Nurse Practitioner at the UPEI Health and Wellness Centre. Originally from Sault Ste. Marie, Ontario, Lynne completed her Bachelor of Science in Nursing at Laurentian University in 2001. Upon graduation, she was recruited to PEI and began her nursing career at Prince County Hospital in Summerside. In the hospital setting, Lynne worked in a number of positions, including: medical unit, surgical unit, hospital float team, clinical educator and ICU. She also enjoyed mentoring new nurses and being a preceptor to UPEI nursing students. Lynne also took the opportunity to do some travel nursing in Australia, working at a hospital in Melbourne.  

In 2011, Lynne returned to school to pursue the Master of Nursing/Nurse Practitioner program at Dalhousie University. She graduated in 2013 and has been working as a primary care nurse practitioner in PEI ever since. Lynne has been an advocate for the nurse practitioner role in PEI and has served on the executive of the Prince Edward Island Nurse Practitioner Association (PEINPA).

Lynne joined the UPEI team in November 2018 and with her arrival, the UPEI Health and Wellness Centre was able to expand their services to include providing primary care services to staff, faculty, families as well as students. Lynne enjoys providing care to individuals of all ages and working in collaboration with all of the outstanding services offered both at UPEI and in the community. 

Outside of work, Lynne enjoys spending time with her family, soaking up all the beautiful things and places that PEI has to offer.


Dr. David Wong, Physician


Dr. David Wong is a retired pediatrician in Summerside. He graduated from the University of Hong Kong and received training in pediatrics and infectious diseases in the United States of America before coming to Prince Edward Island in 1986.

After seeing many children with ADHD, he decided to help adults with this condition after his retirement. Dr. Wong still practices part-time at the Summerside Medical Centre, seeing adults with ADHD. He attends the ADHD clinic at UPEI during the fall and winter semesters. He has written many columns on ADHD in the Guardian newspaper over the years. Dr. Wong and his wife live in Summerside. They have two adult sons and four grandchildren.


Dr. Harminder Dhillon, Physician


Dr. Dhillon is a full-time adult psychiatrist. She graduated from the John Peter Smith Hospital in Fort Worth, Texas in June, 2006. Dr. Dhillon was certified by the Royal College of Physicians in Ottawa in April 2008. She began her work on Prince Edward Island working full-time at inpatient and outpatient clinics in Summerside at the Prince County Hospital in August 2006. Her special interests include women’s mental health and post-partum depression. She began working at the UPEI Health and Wellness Centre in October 2019.

Dr. Dhillon lives in Summerside with two basketball-passionate teenage boys and her husband. She loves to spend time with family and travel a lot wherever ball games take them.


Lynn Kelly, Administrative Assistant


Lynn is an administrative assistant at the UPEI Health and Wellness Centre. She has been working at UPEI since 2017 and joined the Health and Wellness Centre team in the fall of 2020. Lynn enjoys working directly with the students, staff, and faculty and being part of our team. She enjoys spending time with her adult children, family and friends, and being a new grandmother. Her interests include biking, kayaking, and volunteering in her community. 


Cindy Parrill, Primary Health Care-Nurse Practitioner 


Cindy Parrill is a Primary Health Care-Nurse Practitioner (PHC-NP) who has been hired to assess and treat adults who have Attention Deficit and Hyperactive Disorder (ADHD). Cindy was born and raised in Newfoundland and Labrador and she is the second oldest of seven siblings. She has been working as a Registered Nurse since 1994 and has a PHC-NP since 2000, working in a variety of settings that have given her the knowledge and confidence to work autonomously in a collaborative practice. Her work in PHC has focused mainly on adults and the elderly. Most of her work has been in a rural setting and she has worked with a diverse population in rural NL, Saskatchewan, and PEI.

Cindy has a diploma of nursing from Western Memorial School of Nursing (1994); holds a Bachelor of Nursing from Athabasca University (2003); an NP certificate (2000) and a Master of Nursing from Memorial University of NL (2011). She is also a member of the Canadian ADHD Resource Alliance (CADDRA).

She has two married adult children and five grandchildren. She and her husband have decided to put down permanent roots in PEI so they can spend quality time with their daughter and her young family. She enjoys reading, walking, yoga, music and theatre and spending time with her family. She has recently had a cottage built at St. Peter’s Harbour and she is looking forward to making many wonderful memories in this beautiful province. 


Nora Mallett, Licensed Practical Nurse 


Nora graduated from the LPN program at Holland College in 2018 after staying home to raise her three children. Upon graduation, Nora was fortunate to find work in two areas of healthcare that hold special significance to her, Palliative Care and Mental Health. Wanting to broaden her experience in nursing, Nora then went on to work in Long Term Care before settling into Primary Care.

While enjoying the variety family medicine can offer, from prenatal to geriatrics, Nora has always gravitated to advocating for youth and young adults in areas of mental and sexual health. This has brought her to UPEI.

In her down time, Nora can be found in her kitchen, entertaining and feeding friends and family, at the beach soaking up the sun or curled up in front of the fireplace reading a good book.


Carlie Dykerman, Administrative Assistant 


A UPEI alumna, Carlie has been back on campus since 2021 working at the UPEI Health and Wellness Centre. With many years of experience in other health care environments, Carlie is happy to be settled back at UPEI as the administrative assistant for the ADHD program.

Outside of work, Carlie enjoys spending time outdoors going for walks, soaking up the sun at the beach, and relaxing with her family. 


Jocelyn Dougan, Primary Care Nurse Practitioner 


Jocelyn Dougan is a primary care nurse practitioner at the UPEI Health and Wellness Centre. She completed her Bachelor of Science in Nursing at UPEI. As a registered nurse, she worked in the intensive care unit, endoscopy and as a clinical nursing instructor. She went on to complete her Master of Nursing Nurse Practitioner stream at UPEI. Upon graduation, she worked in various primary care settings across the Island.

Jocelyn joined the UPEI Health and Wellness Centre team in January 2024. She enjoys being able to work with students, faculty, staff and their families. She is a strong advocate for collaborative care, working together with patients to achieve positive health outcomes. She also loves the variety of managing both episodic care and chronic diseases.

Outside of work, Jocelyn enjoys travelling, being active, playing golf, and spending time with friends and family. 


Lacy Webster, Administrative Assistant 


Lacy Webster is an administrative assistant at the UPEI Health and Wellness Centre. She grew up in Kinkora, PEI and now resides in Stratford with her son and partner. 

Lacy graduated from Holland College in 2007, where she studied Medical Support Services. She has spent the last 17 years working as a Unit Coordinator in the Emergency Department, ICU, and Pediatrics, at the Queen Elizabeth Hospital. Her experience in the health care field is a great addition to this program. 

When she is not keeping up with her son’s hockey schedule, she enjoys spending time with family and friends, travelling, sports and movies. Lacy looks forward to connecting with others here at the UPEI Health and Wellness Centre, and furthering her knowledge in the health and wellness field. 


Angelie Carter, Kinesiologist 


Angelie Carter is the Kinesiologist working with the CHANGE program at UPEI. After graduating from Dalhousie University in Halifax, Nova Scotia with a BSc degree in Kinesiology, she moved back home to PEI. Over the years, Angelie has worked as a personal trainer, group fitness leader, yoga instructor, Registered Massage Therapist, Certified Exercise Physiologist and Kinesiologist. She enjoys helping individuals find ways to increase their physical activity – building strength, endurance, balance, and flexibility to recover from injuries or manage chronic conditions. 

Her work with the CHANGE program focuses on individuals with metabolic syndrome, providing education and exercises to increase their physical activity. Using the mantra “some is better than none”, Angelie encourages individuals to move within their ability to improve their health and well-being. 

Residing in Prince Edward Island with her husband and son, she enjoys exploring new trails and the coastline. She hopes to continue her work with the CHANGE program and educating others on the benefits and joys of physical activity.


Marilyn Barrett, Director


Marilyn Barrett is the Director of the Health and Wellness Centre at the University of Prince Edward Island. She formerly held the role of Director of Primary Care and Chronic Disease Prevention/Management for Health PEI in Prince Edward Island, a position she held from December 2010 to August 2018. Marilyn has held a number of management positions in Health PEI, including Manager of Implementation and Change Management for the CIS Project which implemented the Electronic Health Record in the health system in Prince Edward Island. In addition, she has held a Chief Nursing Officer position for community hospitals and continuing care, Director of Acute and Continuing Care (rural community hospital, home care, and long term care) and worked at the UPEI School of Nursing in positions of Clinical Instructor and Clinical Coordinator.   

Marilyn has a diploma in Nursing from the PEI School of Nursing (1987); holds a Bachelor of Nursing from the University of New Brunswick (1996) and a Master’s Degree in Nursing from Athabasca University (2009). 

Marilyn has been a surveyor with Accreditation Canada since 2012 and her greatest strength as a surveyor is the diversity of her experience, particularly knowledge gained in the build and implementation of the electronic health record in Prince Edward Island hospitals.   

Marilyn is a past board of directors’ member of the Canadian Nurse's Protective Society (CNPS), is a past president with the Association of Registered Nurses of Prince Edward Island and has served as a board member of the Canadian Nurse's Association. She sits on the Granting Committee of the Community Foundation of Prince Edward Island, is the Secretary/Treasurer for the PEI Funeral Home and Professions Board, is the past chair of the Sickle Cell Disease Association of Atlantic Canada and is serving as a Patient on the Community Patient Advocacy Committee at CADTH (Canadian Agency for Drugs and Therapeutics for Health). Marilyn has recently joined the Board of Directors of Canadian Blood Services representing Atlantic Canada.
